Sri Akal Takhat Sahib is the supreme institute of Sikh sovereignty established by the sixth Master Sri Guru Hargobind Sahib Ji. Sikh Psyche is emotionally attached to this central seat and the community looks towards it in the event of any critical situation. This sovereign seat offers guidance to the Panth in the matters of rekigious, social and political issues related to the Sikhs. An endeavour has been made to consolidate all the edicts, order and communiques ordained from this highly esteemed seat during the last century. These documents of royalist and religious eminence stand testimony to vouchsafe historical writings and support rational analysis of the futuristic events to happen in the continuous annals of human life. The work in itself offers its eminent importance in the fields of research and critical analysis of ensuing human issues in the light of past practices that have been pursued as a continuous process towards building a society with comprehensive sense of welfare of all the beings living on this planet.

ਇਸ ਪੁਸਤਕ ਵਿਚ ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਤੇ ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੀ ਕਾਰਜ-ਸ਼ੈਲੀ ਅਤੇ ਸੰਸਥਾ ਦੇ ਅਧੀਨ ਸਾਰੇ ਮਹਿਕਮਿਆਂ ਉਪਰ ਸਿਆਸੀ ਪ੍ਰਭਾਵ ਦੇ ਪ੍ਰਭਾਵ ਬਾਰੇ ਵਿਸਥਾਰ ਨਾਲ ਦਸਿਆ ਗਿਆ ਹੈ । ਲੇਖਕ ਨੇ ਦੋ ਸਾਲ ਇਸ ਸੰਸਥਾ ਵਿਚ ਬਤੌਰ ਮੁੱਖ ਸਕੱਤਰ ਵਜੋਂ ਸੇਵਾ ਕੀਤੀ ਅਤੇ ਫਿਰ ਅਸਤੀਫ਼ਾ ਦੇ ਦਿੱਤਾ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਇਹਨਾਂ ਸਾਲਾਂ ਵਿਚ ਜੋ ਮਹਿਸੂਸ ਕੀਤਾ ਅਤੇ ਦੇਖਿਆ, ਉਹ ਇਸ ਪੁਸਤਕ ਵਿਚ ਲਿੱਖ ਦਿੱਤਾ। ਇਹ ਪੁਸਤਕ ਲਿਖਣ ਦਾ ਮੰਤਵ ਸਿੱਖਾਂ ਦੀ ਇਸ ਮਾਣ-ਮਤੀ ਸੰਸਥਾ ਵਿਚ ਸੁਧਾਰ ਲਿਆਉਣਾ ਹੈ ।

ਲੇਖਕ ਵੱਲੋਂ ਕੁਝ ਸ਼ਬਦ :
“ਮੈਨੂੰ ਮਹਿਸੂਸ ਹੋਇਆ ਕਿ ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ 1925 ਦੇ ਐਕਟ ਮੁਤਾਬਿਕ ‘ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ’ ਹੈ, ਪਰ ਇਸ ਵਿੱਚੋਂ ਪ੍ਰਬੰਧਨ ਦੀ ਕੁਸ਼ਲਤਾ ਅਤੇ ਨੈਤਿਕਤਾ ਲਗਭਗ ਮਨਫ਼ੀ ਹੈ। ਬਹੁਗਿਣਤੀ ਵਿੱਚ ਘੱਟਗਿਣਤੀ ਵਾਂਗ ਵਿਚਰਦਿਆਂ ਮੇਰੇ ਕੋਲ਼ੋਂ ਜੋ ਹੋ ਸਕਿਆ, ਮੈਂ ਕੀਤਾ। ਜੋ ਨਹੀਂ ਹੋਣ ਦਿੱਤਾ ਜਾ ਰਿਹਾ, ਓਸੇ ਦਾ ਨਤੀਜਾ ਹੈ ਕਿ ਇਸ ਵੇਲ਼ੇ ਪੰਥ, ਸ਼੍ਰੋਮਣੀ ਕਮੇਟੀ ਅਤੇ ਅਕਾਲੀ ਦਲ ਆਪਣੇ ਆਪਣੇ ਕਾਰਣਾਂ ਕਰਕੇ ਇੱਕ ਦੂਜੇ ਨੂੰ ਫੇਲ੍ਹ ਕਰਨ ਵਾਲ਼ੇ ਰਾਹ ਪਏ ਹੋਏ ਹਨ। ਲੱਗਦਾ ਇਹੀ ਹੈ ਕਿ ਇਹ ਨਿਘਾਰ, ਧਰਮ ਅਤੇ ਸਿਆਸਤ ਦੇ ਸੰਗਮ ਕਰਕੇ ਓਨਾ ਨਹੀਂ ਵਾਪਰਿਆ, ਜਿੰਨਾ ਪੰਥਕਤਾ ਦੇ ਸਿਆਸੀ ਅਪਹਰਣ ਨਾਲ਼ ਪੈਦਾ ਹੋ ਰਹੀ ਅਪੰਥਕਤਾ ਕਰਕੇ ਲਗਾਤਾਰ ਵਾਪਰ ਰਿਹਾ ਹੈ। ਇਸ ਨਾਲ਼ ਨਿਭਣ ਦੀ ਅਸਮਰੱਥਾ ਕਾਰਨ ਹੀ ਮੈਨੂੰ ਅਸਤੀਫ਼ਾ ਦੇਣਾ ਪਿਆ ਸੀ। ਮੈਂ ਲਗਾਤਾਰ ਇਸ ਸਵਾਲ ਨਾਲ਼ ਜੂਝਦਾ ਰਿਹਾ ਹਾਂ ਕਿ ਅਮੀਰ ਵਿਰਾਸਤ ਦੇ ਮਾਲਕ ਸਿੱਖ, ਗ਼ਰੀਬ ਕਿਉਂ ਲੱਗਣ ਲੱਗ ਪਏ ਹਨ? ਇਸ ਦਾ ਜਾਵਾਬ ਇਸ ਪੁਸਤਕ ਰਾਹੀਂ ਗੁਰੂ ਪੰਥ ਦੀ ਕਚਹਿਰੀ ਵਿੱਚ ਪੇਸ਼ ਕਰ ਰਿਹਾ ਹਾਂ।
ਇਹ ਗੁਰੂ ਪੰਥ ਨੇ ਵੇਖਣਾ ਹੈ ਕਿ ਪੰਥ ਨੂੰ ਘੁਣ ਵਾਂਗ ਖਾਈ ਜਾ ਰਹੀ ਸਿਆਸਤ ਨਾਲ਼ ਕਿਵੇਂ ਨਿਪਟਣਾ ਹੈ? ਇਹ ਨਹੀਂ ਭੁੱਲਣਾ ਚਾਹੀਦਾ ਕਿ ਜੇ ਆਪਣੀ ਬਿਹਤਰੀ ਦੀ ਸੰਭਾਲ਼ ਆਪ ਨਹੀਂ ਕਰ ਸਕਦੇ ਤਾਂ ਉਸ ਵਰਤਣ ਅਤੇ ਵਿਗਾੜਨ ਵਾਲ਼ਿਆਂ ਨੂੰ ਕਸੂਰਵਾਰ ਨਹੀਂ ਠਹਿਰਾਇਆ ਜਾ ਸਕਦਾ। ਮੰਜ਼ਿਲਾਂ ਸਰ ਕਰਨ ਲਈ ਪਹਿਲਾਂ ਕਦਮ ਤਾਂ ਚੁੱਕਣਾ ਹੀ ਪੈਣਾ ਹੈ।”
